Why the fee is only half the cost
Tbilisi has two IELTS test centres, and they don't quote the same price for the same exam. British Council's centre on Rustaveli Avenue lists GEL 640 for Academic or General Training. A second centre, the Training Centre of Justice of Georgia, also in Tbilisi, lists GEL 760 for the identical test and GEL 830 for UKVI. Neither IDP nor any test centre outside the capital turned up in our research, so factor in travel if you're not already in Tbilisi.
Neither centre discounts a second attempt. Fall short of your target band at the cheaper venue and you're paying GEL 640 again in full; at the pricier one, it's GEL 760, or GEL 830 for UKVI.
