🇷🇺IELTS fee in Russia: no domestic testing available

There isn't a headline fee to lead with for Russia, because IELTS isn't administered inside the country any more. British Council and IDP — the two organisations that jointly run IELTS worldwide — both paused their Russian operations in March 2022, within weeks of the invasion of Ukraine, and as of 2026 neither has resumed. IELTS Online, the remote webcam-proctored format that some other disrupted markets can still book, is not offered to test takers located in Russia either. In practice, anyone in Russia who needs an IELTS score has to leave the country to get one.

That reroutes the whole cost conversation. It's not about retake discounts or which delivery mode to pick — it's about which neighbouring country to fly to. Kazakhstan, reachable visa-free on an internal Russian passport, has become the most commonly used option, with IDP running test rooms in Almaty, Astana, Shymkent, Atyrau, and Karaganda; Armenia and Georgia are the other two most frequently mentioned, also visa-free for Russian citizens. Once a candidate is at one of those centres, the format itself is the same computer-delivered IELTS everywhere: Listening plays through your headset exactly once, Writing Task 2 has to be typed out against a 40-minute on-screen clock, and Speaking Part 3 puts live follow-up questions to you rather than a fixed script.

Since June 2025 there's an added complication that has nothing to do with logistics. Russia's Prosecutor General's Office designated the British Council an 'undesirable organisation,' and under Article 284.1 of the Criminal Code, financing the activities of such an organisation — which could arguably include paying an IELTS registration fee, since British Council co-organises the test — carries a potential penalty of up to five years in prison, alongside administrative fines of up to 15,000 rubles for lesser offences. No prosecution of an IELTS candidate on this basis has been reported, and legal experts have noted there's no precedent yet for how the law would actually be applied here. But it's a real, reported risk that didn't exist before mid-2025, and it sits on top of the travel and cost burden that's already been in place since 2022.
